<p>Lucky he didn&#8217;t tear up his passport, because this was news out of Melbourne Town Hall last night: &#8220;Next Thursday, January 29, 2009, the Melbourne City Council will consider an agenda item seeking approval for Lord Mayor Robert Doyle to travel to St Petersburg, Russia, to attend the &#8216;Days of Melbourne&#8217; 20th anniversary celebration of the Melbourne-St Petersburg sister city relationship.&#8221;    <span id="more-117"></span>In a written statement, Cr Doyle said the City of Melbourne had been working with St Petersburg since last year to &#8220;plan a three-day celebration of our two cities from February 16 to February 19, 2009&#8243;.  &#8220;If council approves my proposed travel, which is being considered as an agenda item at our next meeting, I will undertake the first trip by a lord mayor to St Petersburg since 1991, with the clear goal of delivering benefits to the City of Melbourne, including a return visit and trade mission to Melbourne led by St Petersburg Governor Valentina Matvienko,&#8221; he said.</p>
